THIS IS A DUAL SITE POSITION THAT IS REQUIRED TO TRAVEL TO BOTH SITE LOCATIONS IN SALAMANCA, NY AND IRVING, NY The Chief Medical Officer (CMO) provides clinical oversight, guidance and advice to the Seneca Nation Health System (SNHS) as it relates to quality, patient safety, clinical programs, public health, provider staffing and retention and staff medical education. The CMO acts as a liaison between the SNHS. The CMO coordinates educational activities that follow the rules, regulations and customs of the Seneca Nation and external and regulatory and licensing bodies. GENERAL RESPONSIBILITIES: Oversees the continued development, implementation and maintenance/review of all medical policies, procedures and protocols necessary for quality ambulatory health care programs. Consults with and advises Director of Quality and Director of Nursing to maintain and monitor quality assurance and continuous quality improvement measures covering in-house clinical care. Consults with purchased/referred care (PRC) by attending PRC meetings. Fully participates in medical staff activities such as medical program review and organizational functions including meetings and committee assignments. Chairs staff medical Provider meetings, and Pharmacy and Therapeutics Committee. Participates in the Professional Services and Continuous Quality Improvement standing committees of the Board of Directors and other committees as needed. Actively participates in provider recruitment for on-site services. Advises Chief Executive Officer (CEO) on all changes to existing clinical programs and develops new clinical programs as needed. Member of the SNHS EHR committee to ensure SNHS clinical staff and SNHS providers have a voice in the decision making processes for the electronic medical record. Serves as the Medical Advisor for the Seneca Nation and SNHS during community health emergencies. Works with the SNHS CEO, Chief Operating Officer (COO) and Director of Quality to monitor staff compliance with regulatory and accreditation agencies in regards to patient care and operations management. Monitors performance against regulations and standards, identifies, analyzes and corrects deficiencies to include all appropriate performance/dashboard measures. Develops and promotes preventive health care programs across the SNHS departments. Provides clinical care in accordance with established medical practices, standards of care and within the framework of SNHS. Provides clinical supervision for Staff Physicians, medical consultants, Nurse Practitioners and Physician Assistants. Contract employee supervision includes evaluations and disciplinary measures. Monitors and reviews the standards of the SNHS Professional Staff Bylaws. Actively participates in the implementation and maintenance of Patient Centered Medical Home initiatives as well as applicable QA/QI programs. Responsible for provision of peer review for licensed clinical providers providing on-site services. This review process will monitor quality of care, patient volume activity and operations. Regularly reviews and revises medical care policies and protocols as standards of care are revised and/or as directed by licensing, funding and program organizations. Responsible for reviewing and updating all medical unit standing orders. Responsible for the NYS NYSIIS Vaccine program. Responsible for the CLIA waived laboratory certificate and radiology registration. Manages, by providing leadership and specific direction, all patient care professionals. Sets the standards of professional performance for medical and clinical support staff. Maintains professional growth and development through seminars, workshops and professional affiliations to keep abreast of the latest trends in his/her field of expertise. Shares in the administrative functions that directly impact medical services and collaborates with the administration on overall planning and budget activities. Assures delivery of quality services to all patients. Reviews incident reports and Comment Complaint Grievance Response System reports, recommends and implements measures to address gaps or deficiencies and makes recommendations for improvements. Attends all mandatory administrative and staff meetings, trainings and in-services. Adheres to all policies and procedures of the department, Seneca Nation, and SNHS. Supervises and advises the Medical, Dental, Optical, Pharmacy and Diabetes Units on clinical and management issues. Shall provide in-service training to SNHS staff on medical issues and shall assist in program development as requested. Adheres to agreements set forth in employment contract. Participates and cooperates in the re-credentialing process with the Contracting and Credentialing Coordinator. Maintains patient files according to SNHS policies and procedures and the Privacy Act of 1974. KNOWLEDGE, SKILLS, & ABILITIES: Providing medical direction and supervision to licensed clinical professionals. Excellent verbal and written communication skills. Excellent interpersonal and negotiation skills. Strong analytical and problem-solving skills. Ability to adapt to the needs of the organization and employees. Ability to prioritize tasks and to delegate them when appropriate. QUALIFICATIONS: Graduation from an accredited medical school, MD or DO, with board certification in area of specialization. Current licensure to practice medicine in the State of New York or willingness and ability to obtain within one (1) year of hire Current CPR/First Aid Certification Must have a minimum of five (5) years experience in a clinical setting, with knowledge of Quality Improvement, Risk Management and Peer Review practices. Experience in a large hospital, academic medical center, outpatient health care setting, or Indian Health Service (IHS)/tribal health, preferred.
