Job Summary This position exists to provide strategic leadership and technical expertise to formalize enterprise data governance and address data governance challenges. Minnesota Pollution Control Agency (MPCA) collects, manages, and shares a large volume and variety of data to support its major business functions, regulatory requirements, and the public's interest in its data. Data governance is critical for supporting the agency's ongoing digital transformation and for advancing as a data driven agency. This position leads development and implementation of the MPCA's efforts to formalize data governance for advancing the MPCA's mission and goals. The incumbent leads development of a data governance framework that capitalizes on MPCA's investment in data collection and management, protects sensitive data, and ensures data meets standards for quality, access, usability, and sharing. The incumbent leads the development of data governance policies, procedures, and standards through agency management teams and function teams. The incumbent provides support and expert consultation to management and function teams, managers, and staff. The incumbent facilitates the data decision making process and assignment of responsibilities for data stewardship and management activities. It leads monitoring of data for compliance with policies, procedures, and standards
Qualifications Minimum Qualifications Four (4) years of professional experience with the planning and implementation of data governance policies and procedures, including experience with data governance models, data quality management, data analysis and data stewardship practices.
Advanced knowledge of how relational data systems function and key governance components necessary to preserve data integrity.
Understanding of the federal and state regulatory frameworks (i.e. data practices, records management, security information, e-reporting etc.) and their applicability to agency policy, procedures, and data operations.
Excellent organizational skills and the ability to set and meet short-term and long-term objectives in a large, complex organization.
Strong and proven analytical, problem-solving, and conceptual skills.
Ability to write in a clear and concise manner to effectively communicate policy and operational guidance to staff.

Preferred Qualifications Experience working in interdisciplinary settings where you planned and implemented program and project activities and recommended/evaluated programs and projects.
Data governance experience in contexts specific to environmental disciplines, including data sets containing substantial scientific information and/or used to leverage new technologies and data to improve environmental protection and management.
Demonstrated leadership abilities and experience required to motivate, guide, and inspire others to leverage agency data as a strategic asset.
Ability to articulate and promote the value of data governance for MPCA and facilitate discussions that foster understanding of data governance issues and decision making to solve those issues.
Demonstrated project management experience and skills to guide and oversee data governance-related projects while supporting staff and problem solving laterally and vertically to determine appropriate actions.
Familiarity with the requirements of the Minnesota Government Data Practices Act and its intersections with strong data governance methods and procedure.
Additional Requirements Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle.
