Job Description:

The primary function of this position is to protect life and property by controlling and extinguishing fires, performs strenuous and hazardous tasks under emergency conditions. These tasks may involve extreme exertion under such conditions as smoke and cramped surroundings, contact with diseases, toxic gases, explosive mixtures, and radioactive material. Performing emergency medical techniques and patient care procedures, responding to disasters and other emergencies, and maintaining department equipment, apparatus, and station. Participates in fire prevention activities and training to improve public awareness of fire safety. Drives and/or operates fire rescue apparatus or ambulances. May be assigned to a 40- hour or 50-hour work week in the areas of Fire Suppression, Emergency Medical Service (EMS), Trauma Star, Training, Airport ARFF, Fire Prevention, Administration, or Logistics. On call 24 hours pending potential disasters or as required by the county. Work is performed under the general supervision of a ranking officer.

ESSENTIAL JOB FUNCTIONS
  • Responds to emergency calls such as brush fires, structure fires, automobile accidents, life-threatening medical emergencies, non-life-threatening medical calls, false alarms, and other hazardous situations at any time of the day or night, sleep may be frequently interrupted.
  • On-call 24 hours pending disasters.
  • Operates firefighting and EMS apparatus and equipment.
  • Contains, suppresses, and extinguishes fires; rescues potential victims and protects property.
  • As needed, acts as the Incident Commander, or division or group supervisor.
  • Administers emergency medical techniques (Basic Life Support) as defined and authorized by the Medical Director and/or online physician control and in accordance with protocols and Florida Law.
  • Inspects, cleans, and maintains personal protective ensemble, assigned apparatus and equipment, and station to ensure operational readiness.
  • Inspects, tests, and maintains fire wells and hydrants; learns fire well, hydrant, and other water supply locations.
  • Attends training, company drills, and administrative sessions as required.
  • Works shifts and call back (and/or overtime) to meet department needs.
  • If assigned to a 40-hour work week, will complete narcotics inventories and will maintain full accountability according to Standing Orders, Medical Treatment Protocols and Standard Operating Procedures
  • Learns layout of the response area and facilities; collects information for pre-incident planning.
  • Conducts training and drills of fire department operations and procedures with volunteer firefighters as required.
  • Conducts tours of fire stations and demonstrates fire equipment.
  • Presents and/or participates in fire prevention, first aid, CPR classes, and education programs to improve public awareness of fire safety.
  • Promotes and participates in public information and education relating to emergency medical services and the health care system in general.
  • Assists in responding to, and reporting citizen inquiries or complaints.
  • Performs recording activities to include, but not limited to writing memos and summaries; reporting volunteer attendance; completing incident and patient care reports; and reporting equipment and apparatus defects.
  • Performs other related job duties as assigned.
  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.

QUALIFICATIONS

Education and Experience:

High School Diploma or GED required. Prior related work experience preferred.

Special Qualifications:
  • State of Florida Emergency Medical Technician Certification.
  • State of Florida Firefighter I and II Certification and current CPR and BLS certifications.
  • Trained, experienced, and otherwise qualified to drive fire apparatus and emergency medical care vehicles and complete an approved 16-hour EVOC course in accordance with Florida Statutes.
  • Incident Command Systems 100, 200, 700, 800.
  • New hire FF/EMTs will successfully obtain their paramedic certification within four (4) years of their hire date as a condition of employment or shall be terminated.
  • New hire firefighters holding a Florida State paramedic certificate at the time of hire are subject to the provisions of section 7.3.1 of the IAFF Local 3909 collective bargaining agreement. Section 7.3.1 of the IAFF Local 3909 collective bargaining agreement states: "All individuals holding a state paramedic certification shall initially be hired by the County and paid as FF/EMTs until cleared by the Medical Director to work as Charge Paramedics, at which time they shall be paid as Charge Paramedics. All such individuals must be cleared to work as Charge Paramedics within six (6) continuous months from the date on which precepting begins. Any individual who is not cleared to work as a Charge Paramedic within that time frame will be terminated. The termination is not grievable."
  • Possession of a valid, appropriate Florida Driver's License and have an acceptable driving record. The use of tobacco products is prohibited.

  • Ability to work from a general outline of duties and responsibilities.
  • Ability to perform work that encompasses advanced technical, scientific, legal, or mathematical concepts.

  • Ability to work with less than ten co-workers who are mostly engaged in the same activities.

PHYSICAL DEMANDS

The work is very heavy and requires exerting in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Crawling: Moving about on hands and knees or hands and feet.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Pulling: Using upper extremities to exert force in order to draw, haul, or tug objects in a sustained motion.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward,d or outward.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another
