Job Description
Responsible for managing health, loss prevention, safety, and process safety management systems for a multi-facility organization, as well as the Physical Plant of Central Office including its utility and infrastructure management consistent with company mission.
DUTIES / RESPONSIBILITIES
Ø Responsible for creating, implementing, and overseeing health and safety policies and procedures and ensuring that staff members are properly trained regarding emergency preparedness, standard procedure, personal protective equipment, and accident protocols.
Ø Proactively identify opportunities to minimize workplace hazards quickly and efficiently.
Ø Participate and help document hazard identification studies, risk assessments, and Process Hazards Analyses (PHAs).
Ø Develop and implement workplace safety policies and procedures in accordance with industry standards.
Ø Review incident reports and help investigate them as needed to promote learning and preventative safety measures.
Ø Provide personnel with safety-related training sessions, emergency protocols, and proper use of safety equipment to make sure they have the information needed.
Ø Routinely review existing policies and procedures to ensure they are up to date.
Ø Engage with daily operations to identify opportunities for improvement of safety practices.
Ø Perform safety audits and review existing policies and provide recommendations for additional policies.
Ø Physically inspecting work areas and jobsites to identify possible safety issues.
Ø Conduct risk assessments to minimize workplace accidents, occupational illnesses or long-term health hazards.
Ø Identify required signage and posting materials, as required.
Ø In coordination with management teams, lead and coordinate emergency preparedness efforts and Disaster Recovery Plan.
Ø Prepare monthly or annual safety reports and present the information to management.
Ø Collaborate with management to plan and implement a safety protocol budget.
Ø Lead and manage the Central Office safety program.
Ø Responsible for upkeep of the physical infrastructure of Central Office and the building premises, including facility maintenance and contractor oversight.
Ø Coordinate with management on the Central Office infrastructure budget including operations and maintenance as well as Capital Improvement Plan for the same.
Ø Maintains liaison with outside organizations such as fire departments, mutual aid organizations, LEPCs, CAPs, safety training organizations to information exchange and support of the facility plans.
Ø Attend Authority and community events as assigned.
Ø Actively participate in providing senior management guidance and support for decision-making that impacts direct facility and/or entire Authority.
Ø Participate in professional organizations for continued development and networking, as assigned.
Ø Serve as strong resource and partner to the leadership team and support organizational change management with company personnel.
Ø Lead with emphasis on relationship-building and building relationships with peers and supervisors/management necessary to be a team player.
Ø Perform other related duties as assigned.
QUALIFICATIONS / REQUIREMENTS
v Must possess a bachelor's degree in chemistry, biology, industrial health and safety, environmental engineering or management or related field.
v Significant safety experience in the operations and maintenance of industrial facilities.
v Knowledge of regulatory and compliance agency requirements.
v One of the following certifications is preferred: IOSH-RSP, CSP, CIH, CHP or CRSP. Any other relevant certifications will assist in the selection.
v Experience supervising, managing and developing employees.
v Valid Class "C" Texas Driver's license.
v Safety professional with the ability to implement and lead a growing safety and loss prevention program.
v Knowledge of OSHA guidelines and best practices including state and local regulatory compliance.
v Leadership skills to collaborate with and influence others. Must interact with employees at all levels of the Authority to promote a safety culture.
v Excellent interpersonal communication skills to adjust strategies and language to communicate with all levels of the organization.
v Must be able to work in mid-scale organization across Authority departments/offices with sometimes limited resources, exhibiting teamwork and providing positive and constructive feedback.
v Demonstrated knowledge of the operations and treatment processes of an industrial wastewater treatment facility.
v Knowledge of industry safety standards and regulations.
v Familiarity with writing health and safety policies and procedures.
v Proficiency in conducting data analysis and reporting statistics.
v Knowledge of supervisory and management principles and practices.
v Possess excellent project management and time management skills.
v Strong collaboration and teamwork skills.
v Must read, develop, and understand technical reports, legal documents, correspondence, and regulations.
v Must write reports, correspondence, and documentation.
v Must operate computer system including knowledge of Workday, Excel, PowerPoint, SharePoint and Microsoft Word software.
v Professionally and effectively communicate orally, in-person, in writing and by telephone.
v Present information effectively and concisely in a public forum.
v Always maintain professional decorum.
v Maintain high emotional intelligence with a positive mindset, viewing challenges as learning opportunities, and creating viable solutions to challenges.
v Lead with emphasis on relationship-building and serve as a strong resource and partner to the management
