Job Summary

This position performs project leadwork to develop, publish, and disseminate the Minnesota Statewide Health Assessment. This assessment is conducted on a five-year cycle. Years one through three focus on the development of the assessment and years four and five focus on the release and dissemination of the assessment, and the use of the data to inform action. This position also works with state, local, and tribal government public health staff to advance the health assessment foundational public health practices. In addition, this position works with the Healthy Minnesota Partnership, a cross sectoral partnership convened by the Minnesota Department of Health, which is responsible for the Statewide Health Assessment and a statewide health improvement plan. The incumbent will also support the development and implementation of the Statewide Health Improvement Framework.

Responsibilities Include:
  • Develop and publish the Statewide Health Assessment.
  • Disseminate the Statewide Health Assessment.
  • Support the development and implementation of the statewide health improvement framework.
  • Advance health assessment practice.
This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Position locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Mankato, Bemidji, or Fergus Falls. Occasional travel is expected. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Qualifications

Minimum Qualifications

To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

Three (3) years of experience performing health assessments, planning, performance measurement development, and experience working with local and state public health and community health partners. Experience must include at least two years developing and/or disseminating a state health assessment.

Minimum qualifications to be assessed during the interview process:
  • Project management experience including development and implementation.
  • Understanding of health equity and the role public health can play in advancing equity.
  • Group facilitation experience.
  • Proficiency with applications for communication and file sharing.

Degree Equivalencies

A related associate degree may be substituted for six (6) months of experience. A related bachelor's degree may be substituted for one (1) year of experience. A related master's degree may be substituted for one and a half (1.5) years of experience. A related doctorate degree may be substituted for two (2) years of experience.

Preferred Qualifications
  • Degree in public health or closely related field.
  • Knowledge of Minnesota's local public health departments and community health boards.
  • Knowledge of health equity and key related concepts including health disparities, health inequity, and structural inequities, including structural racism.
  • Knowledge of the health status of populations in Minnesota including knowledge of health inequities and the conditions that create inequities.
  • Knowledge of Minnesota public health system transformation efforts.
Additional Requirements
  • Must successfully pass a background and reference check.
  • This employment does not require a valid driver's license, but it does demand occasional travel which the candidate will be responsible for meeting.
  • Under U.S. Citizen and Immigration Services regulations, the successful candidate must be able to accept work in the U.S. by the day employment begins. This agency is unable to offer H-1B sponsorship.
