Job Summary:

The Web Administrator designs and maintains content on City of Greeley websites using various systems. The Web Administrator is a key part of the Communication & Engagement service-delivery team and uses an array of creative, graphic, and technical skills to create a user experience that is aesthetically pleasing, meets current WCAG accessibility standards and State of Colorado digital accessibility compliance law, adheres to the City's brand standards, and effectively conveys key messaging about the City's strategic initiatives, activities, and services. The Web Administrator routinely performs site maintenance and troubleshoots errors and behavioral problems to ensure the health of the websites.

The Web Administrator reports to the Web Team Supervisor and actively participates in C&E team projects and meetings. This person is capable of a high degree of cross-functional communication and engagement coordination across the organization.

Experience, Knowledge, Skills:

Minimum Requirements

  • Bachelor's degree gained through a four-year college/university academic program or specialized technical training of equivalent length in the field of web design, web development, or graphic design
  • 3 to 5 years of experience designing and publishing websites.

  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job may be considered by the hiring authority.

Preferred

  • Experience in planning and developing websites across multiple products and departments or organizations.
  • Proficiency with CMS platforms like Sitefinity (or DotNetNuke or Umbraco) and WordPress
  • Proficiency in Adobe XD, Dreamweaver (or Visual Studio) and Photoshop

Knowledge, Skills, and Abilities

  • Demonstrated proficiency with ADA web accessibility standards.
  • Demonstrated proficiency with UX and UI design.
  • Demonstrated proficiency in HTML and CSS.
  • Excellent verbal and written communication skills.
  • Ability to organize and analyze data.
  • Proficiency with web applications such as Gravity Forms, email platforms, calendars, plugins, etc.
  • Ability to manage multiple projects simultaneously.
  • Strong customer service skills.
  • Strong critical thinking and problem-solving skills.

Essential Functions:

Web Page Design

  • Wireframe content to prioritize content; indicate functionality and structure using stylesheets, photos, videos, and other graphics to create a look and feel for web pages that effectively convey messages and enhance the user experience to many stakeholders and support the City's brand image.

Publish Content

  • Collaborate with internal and external clients to understand and balance perspectives, facilitate decision-making, align messaging to support strategic City initiatives, and focus on outcomes and deliverables.
  • Use technical knowledge and skill with various web tools and applications to integrate, publish, and edit content as needed to the city websites and digital communications.
  • Be responsive to C&E team and internal client needs for clarity, quality and timeliness. This position requires extensive proofing and attention to detail.

Subject Matter Expert

  • Provide subject matter expertise, counsel and strategy for web design, UX and UI design, and messaging delivery to various internal and external stakeholders.
  • Ensure the City's digital resources meet ADA and current WCAG regulations and standards.
  • Manage access to websites and provide training and support to all City departments related to their respective web presence.
  • Work with 3rd-party vendors/contractors as required to facilitate management and maintenance of WordPress sites, perform client-side functions of accessibility management, and implement software/code updates to City of Greeley website properties.

Site Maintenance

  • Routinely perform site and content maintenance (core installation, theme, and plugin updates) and troubleshoot errors and behavioral problems to ensure the health and uptime of the website.
  • Review the city’s top level digital properties regularly to identify and implement enhancements to maintain quality as technologies change.

Measurement

  • Using Google Analytics and/or relevant apps such as Monsido, to track and analyze key data and usage metrics as necessary.
  • Report regularly to C&E management and other members of the C&E team to help drive web design and delivery strategy for the City.

  • Vision enough to interpret computer screens and documents to assist the public and complete work assignments; specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus
  • Manual dexterity enough to accurately input, retrieve, and verify work assignments; employee is regularly required to use hands to finger, handle, or feel and reach with hands and arms
  • Duties may occasionally include light to moderate physical effort that includes stooping, kneeling, crouching, crawling; frequent standing or walking; frequently lifting and/or moving up to 10 pounds; maintaining arms and hands in the same position for repetitive tasks and frequently working with light objects and light hand tools
  • Extensive work is performed on a computer; work is primarily performed at a desk.
